The Belgian and Austrian Ministers have both been described in the last report, and there is nothing to add with regard to either, except that the former has improved on acquaintance.
The Italian Minister, Count Vinci, came here on the 14th March, 1908, but soon went on home leave and has only lately returned. He is a very agreeable man, but there has been little opportunity of judging of his qualifications as a representative,
The Portuguese Minister, Baron de Sendal, who is also Minister to Japan, is over 70, and in frail health, and spends most of his time in Tokió. M. de Brederode, who is in charge of the legation in the Minister's absence, is an impulsive emotional inan, with a great dread of responsibility, who spends sleepless nights when he has any question to deal with.
He has some reputation, I understand, as a writer of pretty verses.
The Mexican chargé d'affaires, M. Herrera de Huerta, is in poor health and is seldom seen,
